Paul L. Stancil brings more than 47 years of experience in hazardous materials investigations and environmental law enforcement to HazMat Safety Consulting (HSC). A nationally recognized authority in dangerous goods regulation and compliance, Paul has dedicated his career to advancing safety, accountability, and best practices across all modes of transportation.
Most recently, Paul served as a Senior Hazardous Materials Accident Investigator with the National Transportation Safety Board (NTSB). In that role, he led complex investigations involving hazardous materials, often serving as the technical expert for nationally significant incidents. His leadership was instrumental in shaping industry practices and strengthening regulatory frameworks.
Prior to his tenure at the NTSB, Paul served as Chief Investigator for the Environmental Crimes Unit of the Maryland Office of the Attorney General, where he oversaw enforcement efforts addressing environmental violations and hazardous materials incidents.
Paul’s work has had a direct impact on national safety standards. Notable highlights include:
- Leading the hazardous materials phase of the East Palestine, Ohio train derailment investigation, from on-site response through drafting the final report and serving as technical panel lead at the NTSB investigative hearing.
- Drafting NTSB’s response to HM-265A Hazardous Materials Modernizing Regulations, helping guide national discussions on tank car safety, emergency response protocols, and inspector training.
- Authoring and presenting research such as “Rail Tank Car Safety Ten Years after Lac-Mégantic” on the official NTSB blog and at industry forums.
